Customs Notice CN 15-028 was revised slightly August 30, 2016 and clearly puts the requirement on the warehouse operator (under paragraph 4) to do the WACM ”when unreleased shipments physically arrive at the sufferance warehouse to which they are destined.” So, if the CCN is released, no WACM required.
