When should I use Returned American Products (3311) as Shipment Type?

A Returned American Products Shipment, associated with CBP Form 3311, is a U.S. Shipment Type used for clearing products of U.S. origin through U.S. Customs and Border Protection. It is a type of Informal Entry that allows for the release of U.S.-made goods being returned to the country.

To qualify as a Returned American Products Shipment, the goods must have been rejected or returned by a foreign buyer for credit and must not have received customs drawback or exemption from internal revenue tax when initially exported, nor be subject to duty. Since carriers typically aren’t in a position to make these determinations, the carrier needs to rely on the importer or customs broker to specify if the shipment qualifies as Returned American Products.
