The MPCI program is being implemented in phases. Initial filing commenced on August 1, 2025, allowing industry participants to begin submitting shipment data and familiarize themselves with the system requirements. During this phase, filing is available but not yet mandatory.

Compulsory filing will begin after March 31, 2026, at which point all applicable maritime cargo shipments bound for or transiting through the UAE must comply with MPCI filing requirements. From this date onward, non‑compliant shipments may be subject to regulatory action or loading restrictions.
