What is a PSF (Pending Sub-Filing) response?

A PSF (Pending Sub‑Filing) response indicates that one or more required House Bills of Lading within a consolidated shipment have not yet been submitted by the responsible party. This typically occurs when a shipping line has filed a Master Bill of Lading for a consolidated shipment, but the associated freight forwarder has not filed all underlying house bills.

In such cases, the PSF notification alerts the filer that additional sub‑filings are still outstanding and must be completed before the overall filing can be fully assessed and finalized by NAIC.


The shipping line is not required to take any action. However, the shipping line may choose to follow up with the freight forwarder to help expedite the filing process.
