NAIC is a department under the Federal Authority for Identity, Citizenship, Customs and Port Security that collects travel and trade information to conduct risk assessments and enhance national security across the UAE.
The Maritime Pre‑Load Cargo Information (MPCI) program extends this capability to maritime cargo, building on the successful implementation of advance risk assessment for air cargo. Under MPCI, shipping lines, NVOCCs, and freight forwarders are required to submit cargo information within defined timelines using standardized message formats, and NAIC provides electronic assessment responses to filers.
MPCI acts as an additional security layer by virtually extending UAE borders to foreign ports of loading, without replacing or interfering with existing customs laws or regulatory authorities. The system is designed in alignment with UN/EDIFACT standards and international best practices, supported by extensive industry research to encourage adoption and interoperability.
