What is the difference between MPCI and PLACI programs?

MPCI and PLACI are both advance cargo information programs administered by NAIC, but they apply to different modes of transport. The MPCI (Maritime Pre‑Load Cargo Information) program applies specifically to maritime cargo, requiring shipment information to be submitted and assessed before cargo is loaded onto vessels bound for or transiting through the UAE.

In contrast, the PLACI (Pre‑Loading Advance Cargo Information) program applies to air cargo, where advance shipment data is submitted and analyzed prior to loading cargo onto aircraft.


While both programs share the same objective of enhancing border security through early risk assessment and threat identification, they operate independently and are tailored to the operational, regulatory, and logistical characteristics of their respective transport modes.
