What is the difference between a Primary Cargo Control Number and a Previous Cargo Control Number?

Primary CCN: This is the Cargo Control Number from the Cargo Control Document used to report goods at the First Point of Arrival (FPOA). For example, when a freight forwarder contracts with a primary carrier (like the master loader), they submit house bill data via EDI or the eManifest Portal. After this, they send a Close Message linking their house bills to the Primary CCN submitted by the carrier. In a single-tier consolidation, the Previous CCN is the Primary CCN. The Primary CCN typically starts with the 9000 series for ocean shipments.

Previous CCN: This is the Cargo Control Number of the document that came before the current one in the cargo control chain. For example, co-loaders who contract with freight forwarders in the same consolidation also submit their house bill data via EDI or the eManifest Portal. They then send a Close Message linking their house bills to the Previous CCN submitted by the freight forwarder above them. In multi-tiered consolidations, the Previous CCN is the consolidated house bill from the higher freight forwarder. The Previous CCN may start with the 8000 series for ocean shipments.

the Previous CCN is the same as the Primary CCN (9000 series for ocean shipments).

Co-Loading: Here, the Previous CCN comes from another freight forwarder (8000 series for ocean shipments).

Important Note: Lower-level freight forwarders or co-loaders must quote the Previous CCN on their House Bill Close Message, not the Primary CCN. Quoting the Primary CCN can prevent the first-level freight forwarder or master loader from submitting their Close Message.
