• If a freight forwarder receives the electronic Deconsolidation Notice and the warehouse operator does not, the freight forwarder may print the EDI notice message and provide a paper copy to the warehouse operator.
• BSOs should be aware that there is no requirement to have the EDI Deconsolidation Notice stamped by the CBSA. Warehouse operators may contact the ports to verify if they are authorized to transfer the shipment to the freight forwarder without a CBSA stamp on the Deconsolidation Notice.
• Clients who use the eManifest Portal or do not register for Deconsolidation Notices through EDI, may print out their house bill close message which lists all of the cargo control numbers within the consolidation.
• This printed house bill close message must then be presented to the CBSA for stamping.
• Once stamped, it can then be presented to the warehouse operator and serve as authorization to allow a freight forwarder to take possession of the shipments within the primary CCN.
• Clients may also print the House Bill Status History from the eManifest Portal for presentation to the warehouse operator. No CBSA intervention is required.
• Alternatively, a freight forwarder may present a copy of the consolidated cargo control document to the CBSA for stamping. The BSO will verify, stamp, and notate the related house bill cargo control numbers on the consolidated cargo control document.
• All paper options are listed in Appendix A of D3-3-1, Freight Forwarder Pre-Arrival and Reporting Requirements.
