What if my cargo was supposed to arrive at the Port of Baltimore and then go in-bond by truck to Canada to the Port of Halifax. However, the carrier re-routes the cargo and ships it directly to Halifax. Do I need to submit a new HBL filing or amend the existing filing?

A “change” should be submitted that reflects the correct primary CCN and correct mode of transport. In addition, a cancellation and then re-submission of the HBL close message would be required to link the changed HBLs to the new previous CCN.
