Under the MPCI program, filing options vary depending on the role of the participant. Freight forwarders, shipping agents, and NVOCCs are required to submit MPCI filings through NAIC‑accredited Technology Service Providers, which facilitate message submission, validation, and communication with the NAIC system.
Shipping lines have two available filing options. They may choose to file through an accredited Technology Service Provider, similar to other filers, or they may opt for direct system‑to‑system integration with the NAIC platform, provided they meet the technical and onboarding requirements.
These options allow participants to select the filing method that best aligns with their operational capabilities while ensuring compliance with MPCI submission, data quality, and timing requirements.
