1. Freight Forwarders - can directly submit mandatory ACE Ocean eManifest to CBP to minimize customs compliance related costs. Must have SCAC code, FMC Bond and Type 3 International Carrier Cond

2. Ocean Carriers - submits ACE Ocean eManifest at the master level. Must have a SCAC code and Type 3 International Carrier Bond

3. Port Authorities - must obtain an LOI from each client they intend to transmit or receive data

4. Terminal Operators - must have Marine Terminal Operator Number

5. Warehouse (CFS/ECCF) - can sign up to receive ocean manifest updates as a Secondary Notify Party

6. Customs Brokers - will usually file the Type 86 entry to facilitate the clearance of the eCommerce ocean shipment.
