What are flying trucks and are they exempt from eHBL filing?
When goods are first transported by air and controlled by air documentation (i.e., air waybill), then changed to truck transport and arrive at the border in highway mode, the conveyance is commonly referred to as a ‘flying trucks.’
In other words, an MAWB from origin to a Canadian airport destination that comes up by truck from Seattle or Chicago or New York on the ‘airline’s flying truck.’
As of writing (September 18, 2016) flying trucks are exempt from eManifest Highway filing and this exemption is causing considerable difficulty. At the moment, a freight forwarder will have to file eHBL for air shipments arriving by aircraft and a paper re-manifest for airfreight shipment arriving by truck.
[Editor’s Note: Maintaining two processes will be very problematic and we’re working with the CBSA to find a better way forward.]
