Is a power of attorney required for brokers to file Entry Type 86?

Yes, customs brokers must be authorized to conduct customs business on behalf of the owner, purchaser, or consignee of eligible shipments through a valid power of attorney.

The POA is required document between the importer or nominal consignee and the customs broker. The nominal consignee is usually the party representing the exporter, importer or consolidator of the cargo. There is no such requirement for the customs broker to collect a POA from every individual consignee.
