A Buyer’s Consolidation can clear from a primary warehouse, and both Buyer’s Consolidation and back-to-back shipments can clear from any warehouse type.

The sub-location on the eHBL data must match the sub-location in the primary carrier's ACI transmission. The Customs release request is tied to the 8000 CCN, which triggers the D4 Deconsolidation Notice to the terminal (as long as the terminal is subscribed to receive these notices).

Once the goods are marked as "Arrived" by the railroad or primary warehouse and are Customs 'released,' the D4 Deconsolidation Notice is issued, allowing the goods to move. The D4 Notice will only be sent out once all 8000 CCNs are in 'released' status with CBSA.
