If the permit to transfer is approved electronically through Air AMS, does a paper copy of the permit to transfer need to be presented to CBP for authorization before the cargo may be so transferred?

 No.  The electronic permit to transfer eliminates the need to present CBP a copy of the permit to transfer document.
