I’ve noticed that when a carrier sends the CACM that ‘reports’ the goods at the First Port Of Arrival (FPOA), the terminal receiving the goods for the carrier does not have to do a WACM. It appears that the Vancouver terminals, for example, are not doing WACMs.

At this time (September 2016) the CACM at the FPOA serves as the FPOA WACM and the terminal is not required to transmit an additional WACM.
