The MPCI filing submission timing for a freight forwarder or NVOCC depends on the nature of the house bill of lading.

• For non‑consolidated shipments
  If the house bill of lading includes the actual consignee and shipper, the filing must be submitted at least 24 hours before loading at the last loading port prior to arrival in the UAE.

• For consolidated shipments
  If the bill of lading consolidates multiple shipments, where the consignee is another freight forwarder, the filing must be submitted at least 6 hours before loading at the last loading port prior to arrival in the UAE.
