How to Update Changes to Non-Amendable Fields?
Once the HBL
has been submitted and accepted by Japan Customs, certain fields can no longer
be amended. Please review the list of non-amendable fields.
NOTE: Amendments and cancellations for shipments that have already arrived in Japan are not allowed electronically.
Additionally, submissions made after ATD may result in rejection.

If the field you need to update
falls under the non-amendable category, kindly follow the steps below:
Step 1: Cancel the Current HBL
1. Go to the transaction and click UPDATE.
2. Inside the transaction, select the Cancellation Function Code and select
the reason.
Step 2: Copy the AFR
Once the transaction has been successfully canceled:
1. Copy the cancelled AFR.
2. Edit the necessary non-amendable fields.
3. Ensure all required changes are completed before resubmitting.
Step 3: Update the Function Type Code
Before resubmission, update the AFR Function Type Code to:
• 2 = Addition, or
• 9 = Original
Make sure the correct Function Type Code is selected before submitting the
revised AFR.
