How to Participate in CSA Program?

Participating carriers and registered drivers in the highway mode can expedite the clearance of CSA-eligible goods at the border once identification verifies that the importer, carrier, and driver are pre-approved.

With this simplified clearance process, transactional data transmissions for eligible goods are no longer required.

Carriers applying to the CSA program must meet the following criteria:

  1. They are bonded for $25,000 or more.
  2. They have been transporting goods to or from Canada for at least 90 days.
  3. They have no history of contraband or major commercial infractions.
  4. They accept liability for and maintain control over all shipments, including CSA-approved ones, until the goods are released.
  5. They provide senior management authorization, ensuring that their commercial business processes and audit trails support CSA program requirements.
