Instruments of International Traffic (IIT) must be reported on an ACE eManifest. To declare an IIT shipment, the carrier must set the IIT status on either the truck or trailer, depending on where the IITs are loaded. This notifies US Customs that there are IITs on board.
When setting the IIT status, the carrier must indicate whether the IITs are covered under the importer’s bond or the carrier’s bond, as well as whether the IITs are the only cargo or if there are other shipments on board (e.g., PAPS). While it is more common for IITs to be covered by the importer’s bond, the carrier must still verify that the importer has an active bond covering the IITs. It is also recommended that the carrier obtain the bond number from the importer and ensure the driver is aware of it.
EC - Shipment consists of empty IITs covered by Carrier's bond
EI - Shipment consists of empty IITs covered by the Importer's bond
MC - Shipment consists of merchandise and IITs. IIT's covered by Carrier's bond
MI - Shipment consists of merchandise and IITs. IIT's covered by Importer's bond
At the border, Customs officers typically do not require additional paperwork to process IIT shipments, although the driver may be asked to provide bills of lading or the IIT bond number at the officer’s discretion.
