How to Declare a CSA Shipment in ACI?

CSA Shipments are not required to be reported on an ACI eManifest. Carriers can continue using the same clearance process for CSA shipments that existed before ACI, which involves a paper-based process with barcodes. When using this method, carriers do not need to file a manifest for trucks carrying only CSA shipments, and for mixed loads, they only need to file a manifest for non-CSA shipments.

If a carrier chooses to report CSA shipments in ACI, they must first notify CBSA's Technical Support Unit at TSU.UST@cbsa-asfc.gc.ca, as well as their CSA senior project officer. The carrier must also be a participant in the Release Notification System (RNS) to transmit CSA data through ACI. Carriers opting to transmit CSA data via ACI are also responsible for transmitting their Trade Chain Partner (TCP) data through ACI.

Although CSA shipments differ from PARS shipments, carriers still need to provide a unique Cargo Control Number (CCN), the CSA Importer's Business Number, and all other required ACI shipment details, such as Shipper, Consignee, and Commodity information.

At the border, the CSA shipment will be processed automatically as part of the ACI eManifest when the driver presents the ACI Lead Sheet. The driver must also be ready to show a FAST or CDRP card to prove eligibility to transport CSA shipments.
