Under the MPCI program, NAIC defines liability as the responsibility of freight forwarders and shipping lines to comply with UAE filing requirements. This includes submitting filings within the prescribed timelines, providing complete and accurate shipment information, and ensuring overall data quality in accordance with program rules.
NAIC’s enforcement authority is limited to non‑compliance with MPCI filing obligations. Penalties are issued only when these requirements are not met. Any other legal matters, such as criminal violations or breaches of laws outside the MPCI scope, are referred to the relevant UAE authorities for further action.
