How does CBSA define in-transit shipments? Will HBL filings for in-transit shipments be required when eManifest is implemented?
Canadian Origin In-transit (COI) is where goods leave Canada under the control of a Cargo Control Document (CCD) with the intention of re-entering Canada. The goods re-enter Canada under the control of the same CCD that controlled them when they left Canada.
Non-Canadian Origin In-transit (NCOI) is where goods enter Canada under the control of a Cargo Control Document (CCD) with the intention of leaving Canada. The goods leave Canada under the control of the same CCD that controls them when they enter Canada. If departure is not confirmed within 40 days of entry into Canada, CBSA initiates tracing procedures.
For consolidated in transit, it is expected that the carrier provides consolidated pre-arrival electronic cargo and conveyance information to the CBSA (freight forwarder to freight forwarder, freight of all kinds) and the freight forwarder provides pre-arrival electronic house bill data (detailed description, consignee and shipper information).
