Do we need to file the CBSA Office/Port of Discharge and Port of Discharge Sublocation Code on our eHBL data?
To complete the scenario: The major part of our concern is the CBSA Office of Discharge - office code / warehouse sublocation code as overseas most steamship lines are unable to provide by the time of booking.
Often the carriers change the POD terminal at the very last moment. It will be hard for us to keep track and adjust multiple entries all the time. Do we need to file the CBSA Office/Port of Discharge and Port of Discharge Sublocation Code on our eHBL data?
Answer: The implementation of the eManifest program through eHBL is the responsibility and liability of the freight forwarder. The Port of Discharge and Port of Discharge Sublocation Code (shown in your screenshot as the Office of Discharge Office Code and Warehouse Code) are considered 'Conditional' data elements. If the Port of Discharge Code is included on your house bill when submitting the eHBL transmission, you must also provide the corresponding sublocation or warehouse code. However, if you do not have this data, you are not required to provide either code. Typically, freight forwarders do not have these data elements, so you wouldn’t need to provide them.
