Do freight forwarders need the primary CCN if they're co-loading?

Co-loaders will have primary carrier CCN on hand and must provide it to each freight forwarder they are providing space to in an ocean container or airline unit. Every tier of forwarder requires the primary carrier's cargo control number on the eHBL transmission.


However, the Housebill Close message is always filed 'up' to the previous CCN, not to the primary CCN.
