Can DNLs still be issued after cargo has been loaded?
Yes. Updates to key shipment data submitted after loading may trigger a re‑assessment by NAIC.
In rare cases, this re‑assessment can result in a shipment that was previously approved for loading receiving a DNL (Do Not Load) response. Although such situations are uncommon, if a DNL is issued after loading, the relevant authorities may be notified to take appropriate action upon the shipment’s arrival.
