As a master loader shipping cargo for a freight forwarder that files its own bill of lading, which parties must be declared in the MPCI declaration?

A master loader shipping cargo for a freight forwarder, must declare all bills of lading issued in the consolidation, even if the freight forwarder files its own bill of lading.

In practice:

  • The master loader files its consolidated bill of lading (parent HBL).
  • The filing must reference:
    • The ocean carrier’s master bill of lading (parent MBL), and
    • The freight forwarder’s house bill of lading (child HBL).
  • The master loader declares:
    • Its own MPCI Party ID for the parent HBL, and
    • The freight forwarder’s MPCI Party ID as the expected filer for the child HBL (supplementary declarant).

ACT (Linkage / OK to Load) is issued at the lowest bill of lading level (the child HBL filed by the freight forwarder). Once issued, the ACT automatically applies upward to the master loader’s HBL and then to the ocean carrier’s MBL.
