A freight forwarder shipping cargo via a master loader and filing its own house bill of lading must link only the relevant upstream party.
What to declare:
- File the freight forwarder’s own house bill of lading (HBL).
Link the declaration to:
- The master loader’s HBL, and
- The master loader’s MPCI Party ID.
What is not required:
- The freight forwarder does not need to declare the ocean carrier’s master bill of lading (MBL).
- The freight forwarder does not need to declare the ocean carrier’s MPCI Party ID.
Responsibility split:
- The master loader is responsible for declaring the ocean carrier MBL and MPCI Party ID.
- The freight forwarder (as sub co‑loader) only links to the master loader level.
ACT (Linkage / OK to Load):
- ACT is issued at the lowest HBL level (the freight forwarder’s HBL).
- Once issued, ACT automatically applies upward to the master loader’s HBL and then to the ocean carrier’s MBL.
